2. The food was in a U.S. government warehouse in Dubai and USAID was in charge of distribution.
3. On January 20, 2025, trump signed an EO that froze all foreign assistance for ninety days. He followed that up with a stop-work order on January 24 that covered all existing grants and contracts. He incorporated USAID into the State Dept., and USAID could no longer carry out their work without approval from the SD.
4. The food distribution program was then passed to several people in the SD including Pete Marocco, Jeremy Lewin and ultimately Marco Rubio. In May, Rubio promised that the distribution would happen before the food spoiled; however, trump's directive to incinerate the food was already in place. trump was reluctant to distribute the food because the State Department said that providing food as part of foreign aid could benefit terrorists.
5. Because of trump's decision to pause foreign aid, his delusion that feeding starving kids will benefit terrorists, and the SD's bungling, the food is going to be incinerated.
