You are half right. Ratification is changing the Constitution. But an amendment cannot be ratified until it is proposed. It cannot be proposed by the states only, it required federal action by Congress.

That is because any changes must be agreed to by both the federal and state governments. States never changed anything without federal action--it required equal action from both.
