I have worked with engineers that do not have a PE licence. After several years of experience under their belt, many or most of them elect to take the series of PE exams, but it is not required. Although if they are interested in professional advancement and promotion, it is required.
There probably are certain industries and fields where the license is an absolute expectation.

I have known dozens of engineers in my life and you are right. My son is a nuclear plant engineer; Mr. Owl is a software engineer. Neither are/were required to be licensed; Professional Engineer is a whole different thing. It's the same thing as an accountant who works for a bank or corporation, and a Certified Public Accountant who is licensed by his/her state and typically works for him/herself. Both will answer "accountant" when asked what they do for a living, but while both are accountants, their credentials and licensing are different.
