she didn't say "Daddy, promise me for the next 12 months you wont date anyone younger"

Correct, she didn't make any caveats about stepmoms or ages, other than not to date anyone younger than 17. Teenagers do not think ten years ahead, so she was obviously imploring her middle-aged father to not date high school or college girls
