It was registered in the Marshall Islands and flying a Panamanian flag. That's flying a false flag.

What was it doing that makes it a rogue pirate ship? Or ever a " Pirate ship"?
And many ships are registered in different countries and fly the Panamanian flag it has been going on before I was in the navy back in 1970.
I worked in the SOSUS system , we tracked ship , subs, everything on or in the water and when we got a target of interest we could check where it was registered and If we sent out a P3 many times we would see it was flying a Panamanian flag .
It was no big deal and it does NOT make it a " rogue pirate ship.
