Michael Hudson says on Dialog Works today that he thinks this is at least in part the Imperial Empire bullying Brazil on BRICS....a demand for Brazil to submit.
 
Richard Wolff also on DW says that Lula gave a recent speech where he said that the problem is not globalization, it is rather Imperial Empire misbehaviour.

That explains a lot.
