Presumably to staffers in State or others in government. Hillary was notoriously paranoid about using the government email due to the record keeping requirements...some of which she helped write post-Watergate. Her emails exclusively used her private server. The logical conclusion is that she communicated all of her official business via her private server.

There is no indication TOW deals or uses drugs. There are a lot of indications Hillary regularly ran up to the ethical line and even crossed it a few times. She never set up her government email system but was well known to use email to do official business. Hillary and her Blackberry were common pictures of the time. Comey testified of negligence in passing classified info via Hillary's private server. Hillary lied about the content of the 30,000 emails she deleted but were later found on Weiner's laptop.
