Disagreed, Pffft. Trump denied the existence of COVID for months which delayed the US response. He downplayed common sense measures that would minimize the spread of disease. He didn't kick off Operation Warp Speed until 5 months after he was informed of the problem.

As President, Trump was absolutely responsible for the US response to a pandemic.
