When I posted this remark I was referring to:
"The population in general lacks sufficient intellect, probity, and rectitude to either create or deserve good government."

Just look at the blunder that the voting public make by voting for Trump.

There are probably thousands of good qualified people on both sides of the aisle that would run, but politics has become so nasty, they just don't want to subject themselves or their families to it.
