Didn't have the tests.
I've taken a closer look at the data on a county by county basis, including areas where testing is being ramped up. As much as I hate to admit it, there is a solid argument to be made that the increase in testing of people that are very likely to have the virus has resulted in this uptick in new cases. So to those who I've refuted on that point, mea culpa, your argument is correct. We can't conclude that this uptick is the result of a re-opening. It is very likely too early to tell.

Obama responded swiftly and with purpose during H1N1, and it scared him so much that he created a brand new playbook to handle outbreaks, and that playbook served well during Ebola and Zika. Then Trump threw that playbook away. Then Mitch McConnell lied about it. Then Moscow Mitch had to admit he was lying.
Also, 91,000 people didn't die from H1N1 in the US in two months.
