Yep, I have done industrial training to get employees past a certification test.

The fact is we are dropping behind on our educational level even among those we consider well educated. Compared to many of the other "leading" countries in the world.
 
Well after reading all this diatribe...

All I can say is school systems need to get back to teaching and testing...fail those who fail to make the grade...it worked quite well when I was growing up! A return to the 50's and 60's when teachers were really teachers in 'Public Schools' not professional students who want to be kids friends...!
 
Teacher have a totally different job now. As much politician and unarmed policeman as anything , since no one wants their little darlings disciplined....

A good teacher is a rare individial and has my full respect. Especially now-a-days. It is not just the teacher or pupil or curriculim that is the problem.
The problem we see in education is just a symptom of larger problems in our societial structure.

But what happens to those kids whose families have never learned the value of education, have perhaps never learned to trust that the outcome of their own efforts will make a significant difference in their lives? Is there any way to reach a substantial proportion of these children? I once worked within a system that attempted to initiate such processes, and even at times succeeded, but the numbers were small and the audience was not participating entirely of its own free will.

It doesn't help that western culture at the minute is so fixated with vacuousness, this severely undermines the installation of any culture of learning.

Compulsion is difficult, what sanctions can we bring, and how would we test for it?

I think the only way is to emit sufficient memes so culture changes and begins again to cherish intelligence and desire for learning.
