Agreed. But what happens to those kids whose families have never learned the value of education, have perhaps never learned to trust that the outcome of their own efforts will make a significant difference in their lives? Is there any way to reach a substantial proportion of these children? I once worked within a system that attempted to initiate such processes, and even at times succeeded, but the numbers were small and the audience was not participating entirely of its own free will.
It doesn't help that western culture at the minute is so fixated with vacuousness, this severely undermines the installation of any culture of learning.
Compulsion is difficult, what sanctions can we bring, and how would we test for it?
I think the only way is to emit sufficient memes so culture changes and begins again to cherish intelligence and desire for learning.
