It doesn't take an expert to reach that conclusion- but the expert opinions bear down heavily on scurrilous and criminally prosemitic governments, such as the UK and the US.

Of course, US arming of the genocidal Jewish gunmen also breaches international law- and America's UN Charter pledges.
