United Nations sees wisdom

China will perform its duty as the rotating presidency of UN Security Council in January in an objective and fair way and work with other council members to maintain the international peace and security, said the Chinese UN envoy at the United Nations Tuesday.

Zhang Yesui, China's permanent representative to the United Nations, said in an interview at the seat of the Chinese Mission that taking the rotating council presidency is an important task for China in the field of multilateral diplomacy in 2010.

The 15 council members are now consulting on the program of work for next month, which includes a series of discussion on the global and regional hot-spot issues, open debates and consultations, said Zhang.

"According to what I have got up till now, there will be a busy schedule," he said.

Zhang said China will do its utmost to make sure that the Security Council works in a smooth and efficient way.

The Presidency of the Security Council rotates among the members of the Security Council in the English alphabetical order of their names. Each president holds office for one calendar month. China previously assumed the presidency in October 2008.

Touching on the issue of the international situation in 2009, Zhang said the outgoing year witnessed complex and profound changes of world affairs.

He said the multilateral diplomatic situation in 2009 has three main features: first, global crises gained unprecedented complexity while international summits became the principal platform to address these pressing issues.

Secondly, the reform of the international system was high on the agenda, and the efforts in the global economic governance paid off in an initial way.

Thirdly, emerging countries grew rapidly and exerted increasing influences on multilateral affairs.

Meanwhile, the year 2009 also saw the dynamic diplomatic efforts of China in the international arena, Zhang said.

Chinese President Hu Jintao, Premier Wen Jiabao and other Chinese leaders took an active part in international summits, making significant contributions to the international community's efforts to address global and regional issues, Zhang said.

As a permanent member of the Security Council and the largest developing country in the world, China fully participates in the work of UN and plays a constructive role, the ambassador said.

Well; the Chinese elite do tend to have privileges that the regular populace will never have available.

He does appear to have been through the "re-education" process.
 
Does this troll understand what the word "rotating" means? The UN did not suddenly appoint China head of the UNSC for 2010 or anything. China was scheduled to receive it. Next year, whoever is on the council that follows China alphabetically will take over the mantel.

China will see a large increase of its contributions to the UN budget next year, and China, as the largest developing country in the world, is ready to carry out its international obligations under the UN Charter.

China has increased its assessment for three times over the past nine years, and this will be the fourth increase for the Chinese assessment.

China takes the lead in its gross national product but it just ranks after the 100th in the world in terms of its per capita incomes. China, as a developing country whose per capital income is below 7,000 U.S. dollars, is entitled to enjoy the adjustments for low-income countries in accordance with relevant UN regulations.
