I'm not claiming that it doesnt, but what it DOES have is hard and fast rules it must abide by in order to do its job. simply saying that the issue is SO URGENT that the gov should be able to bypass it's restrictions, while letting the government decide what urgent means, is basically handing over the keys to your alcoholic mother.

Liberals aren't quitters like conservatives, consider only FDR and LBJ's accomplishments in spite of errors. Palin represents your sort, quitters who can't even manage a state where nothing happens.
