I have used rubrics in grading students, and seen them in manuscripts. Never heard of a Rubric Template which is a proper noun.

Rubrics are used to grade classes and anything else. It is named after rubrics in manuscripts, which in turn are named after the red material used to write them.

Rubrics are used throughout education, including debates. They are not always used in debates.

I am an American, and American English does not use shall. I do know the British work hard to use it properly in their version of English, but I have never cared... Because I am an American.
