There you have it, from the horse's mouth. When you weaponize your aid program into something that "supports freedom fighters" (reminder that one man's "freedom fighter" is another man's terrorist) or chases your geopolitical enemies around the world, it ain't an aid program anymore.It's tragic in a way because this actually undermines the very concept of helping others. Just like the weaponization of human rights undermined actual human rights. When you turn something into a weapon, you simultaneously kill its very spirit

 
what is funny is that one of the detractors said that they couldn't have access because USAID was classified. What about foreign aid would be classified? It goes to prove it was nothing more than a CIA slush fund and Trump is the first to take it on. CIA has dirt on all of the other politicians and holds them hostage. Not Trump

Marcy used this expression in a speech he gave in the U.S. Senate on January 25, 1832, defending the actions of Democrat President Andrew Jackson in relation to his appointments to public office.

The full quote from Marcy is: "They see nothing wrong in the rule that to the victor belong the spoils of the enemy."

This statement later became popularized as "to the winner go the spoils," summarizing the political practice known as the spoils system, where the winning political party gives government jobs to its supporters.
