So 7 states you have to be 21 to buy a rifle and in 43 states you have to be 18 to buy a rifle. But I have said on this forum that I would prefer that no one could buy a gun until age 21. The prefrontal cortex isn't fully developed before age 21 and that is where impulse control comes from. BTW I doubt yours ever fully developed.
I guess some people were raised to a certain ethical standard and others were not.
