I'd give him the remaining $700. $500 does nothing when the rent is $1200. However, obviously you cannot support him indefinitely, so he'll need to downsize (e.g. move into an inexpensive apartment) or find a way to get his finances under control. Assuming he lives in Detroit where property values have dropped significantly, it shouldn't be hard to find a cheaper place to live.
