No, but Kerry was not voting on the war, they attacked him because he voted against a bill that was funding the troops, well after the war had started, he did it because he wanted MORE funding. But when he failed at that effort, he supported the bill because it was better than not funding the troops at all.

The fact is that Kerry was using a procedural maneuver to attain a better result, but that takes too long to explain so Republicans took advantage of that and used the sound bite.
