It wasn't intended that way. I was making a direct comparison between presidents. At least in Johnson's case he was, minimally, a reserve naval officer. I'm simply pointing out it is hardly the first time a military officer (yes, Trump is not a veteran) has abused this. Equally egregious, it goes the other way with enlisted.
I was officially awarded six (6) Navy Achievement Medals during my service. The 6th, was actually recommended by two Captains as a Meritorious Service Medal.
The admiral's staff--the admiral who PERSONALLY awarded me that 6th medal--downgraded the recommended award saying, and I was told this to my face by both Captains, that the above medal was "for officers, not enlisted" which is total bullshit and the captain's told me so.
John Kerry used the system to his advantage to get awards he likely didn't deserve. That is, he gamed the system. I never asked for any of mine. I got them because somebody above me in rank (an officer) thought I deserved it.
