The tax rates weren't messed with until Reagan came along in 1981 and did it. Prior to that, the top tax rate was 90% for 20 years until 1965, then it dropped to 70% for another fifteen years. Reagan is the one who messed around with the tax code in the 1980's, taxing SS benefits for the first time while cutting the top tax rate by half.
