Well, well, well. Lookie what I just stumbled upon. I KNEW this existed.
Our dear Rhode Island Judge, John McConnell, referenced in my previous post, needs to familiarize himself with this! The Antideficiency Act!
This is a FEDERAL LAW that prevents government agencies from spending or obligating funds in excess of appropriations or in advance of appropriations. Additionally, it prohibits federal employees from making expenditures or incurring obligations that Congress has not provided funds for! It also requires agencies to operate within their approved budget levels! (Violations can result in administrative sanctions like suspension or removal from office, as well as criminal penalties, and must be reported to Congress and the President).
