Because he believed "promising to release them" would allow him to weaponize them against 'others' while leading his magats to believe he was not in them or why offer it.
But what he did not expect is that his magats followers would demand real meaningful follow up, as they have not when he failed to deliver on any of his prior CT's and he just moved on and changed the page.

What they should do is simply just keep asking Trump to release, at a minimum the material Alina Habba reviewed.
Just keep repeating that. That Habba has clearly stated what she read and saw and at a minimum 'give us that'.
Unlike Grand Jury material which is much more limited and judges cannot release without very specific cited reasons from the DoJ, and the judge commenting that Trump's DoJ did not even submit any of the reasons that would allow him to release it (so it was a fake request), the type of information below is the same type stuff that they released in JFK and MLK files because the DoJ does not need court permission to release it.
