The chief said that while police were not pursuing Brooks before he entered the parade route, an officer did fire a shot to try to stop him but ceased shooting because of the danger to others. Brooks was not injured.

OK, so here's what I've learned about Darrell Brookes Jr.
(1) He is a member of a Black Nationalist/Separatist; Black Supremacist; virulently Anti-White, racist sect called "The Five Percent Nation". It is also known as the "Nation of Gods and Earths" or "The Five Percenters."
(2) "The Five Percent Nation" was founded in Harlem in 1964 by a Black guy called Clarence Edward Smith aka, "Clarence 13X", and "Allah the Father."
(3) Clarence Edward Smith converted to the Black Islamic religious movement called the "Nation of Islam"( NOI) and by 1961 he had registered at Mosque No. 7 in Harlem. In accordance with NOI practice he changed his name to Clarence 13X.
(4) Malcom X was the minister at Mosque No. 7 from 1960 to 1963 and Clarence 13X (who was registered at Mosque No. 7 between 1961 and 1963) came to know him well.
(5) In 1963, Clarence 13X came to the attention of the FBI as informants had recorded his presence at rallies led by Malcolm X.
(6) In 1964 Clarence 13X broke with the NOI and subsequently founded "The Five Percent Nation" in Harlem, Manhattan, in 1965.
(7) In November of 1965 a court ordered that Clarence 13X be committed to the New York State Department of Mental Hygeine which placed him in the Manhattan State Hospital for the Criminally Insane. Doctors here concluded that Clarence 13X was a paranoid schizophrenic with delusions of grandeur.
(8) Clarence 13X died on the 13th of June, 1969 when he was ambushed and gunned down by three assailants.
DARRELL BROOKS aka the RAPPER: "MATHBOI FLY"
Here is a rap video produced by "Mathboi Fly" (Darrell Brooks). Listen carefully, then I'll explain.
(1) Darrell Brokes was a member of "The Five Percent Nation" movement. American Hip Hop is full of references to Islam and they are spawned by the "Five Percenters." Hip Hop has been affiliated with the movement right from the beginning...Big Daddy Kane, Wu Tang Clan, Rakim, Queen Latifah, Gravediggaz, Poor Righteous Teacher are all linked to the teachings of "The Five Percent Nation." This explains why Brooks ("Mathboi Fly) got into rapping.
(2) The reference to Malcolm X in the video clip above is self-explanatory. Malcolm X spent most of his adult live - from 1952 to 1964 - as a prominant spokesman for the "Nation of Islam. He was a militant, Black revolutionary, a Black Supremacist, a man who called Whites "Blue-eyed devils", a Black National/Black Separarist who did not rule out the use of violence in the persuit of Black equality in the United States, and so on. He was a very angry man - consumed with hatred - who asserted that Blacks should use "whatever means are necessary" in their struggle for justice.
(3) Brookes "stage name" is Mathboi Fly. The "Math" is a reference to a pseudoscientic system of philosophy that was developed by Clarence 13X called the "Supreme Mathematics" it is basically a system of mystical numerology (i.e. pure bulls**t).
Finally, yes, Brookes beard is Islamic in style, and he would have fashioned/cultivated it that way deliberately. As to the way Brookes killed the people taking part in their Christmas Parade, it is called "Vehicular Jihad". Islamic terrorists have used it many time in different places around the world. Note also that all of the victims of his massacre were White Americans and also Christians; Islamists hate White Christians and regard them as being infidels and devils.

There was an incident relating to knives on the police scanner right before the parade incident. Two citizens told an officer there was a possible fight near the boat launch at nearby Frame Park with possible knives involved, and the scanner audio includes the sound of a few officers responding with sirens. Then an officer gets there and says there’s no one there after he checks the boat launch and the nearby baseball field and rotary building. Just a minute later another officer first spots the SUV speeding toward the parade route. It’s not clear, though, whether the incident reported at the boat launch is related to what happened at the parade.
Thompson said in the November 22 press conference that Brooks was involved in a “domestic disturbance” before driving through the parade but police hadn’t confirmed whether a knife was involved.
Prior to police naming Brooks as the suspect, Heavy confirmed a red Ford Escape similar to the vehicle police said was used in the parade incident could be seen outside of a Milwaukee home listed as Brooks’ address in court records
The Escape is registered to an occupant of the home, records obtained by Heavy show. Heavy also confirmed two police vehicles were outside of that home on 19th Street hours after the parade incident. Opper said in court that Brooks is accused of using the same red vehicle to mow down the woman in the gas station parking lot.
