So your Washington Examiner link is a little forgiving on details as it links to Heritage who admits that Trump's merely submitted things in his budget. And they're counting submitting things in a budget as an accomplishment of those things.

Accomplishing something would mean there's something to see. Submitting a budget doesn't accomplish anything.

The Omnibus Bill is not a Budget......that requires congressional approval. Trump has 1.3 Trillion dollars in his bank, he can spend it and Congress can do nothing about it. Trump won again.

Omnibus is derived from Latin and means "for everything".
