I would have more respect for Trump if he'd have handed people $100 bills like he did in that one grocery store visit/photo op he took recently. Classy.

Running for president doesn't give you any special power to use the government. And a Billion dollars won't begin to help. Not that Trump has that in liquid assets. It's a lot for one person to have but it's not a pimple on the ass of a natural disaster like this.

Trump wanted to help areas that were voting for him and ignore those that did not. Trump is transactional. He does something, he wants to get paid. He wanted to ignore California fires because the state did not vote for him, He was told Orange County voted for him so he reluctantly allowed them to get help.
Trump does not care about other people.
