And what the intent is....this is a lot of effort to go to for a Mind Fuck but it could be that.
It also could be the Chinese watching our reaction, that these seeds are harmless but if we dont take proper precautions, if we are dumb enough to actually plant them, the Empire will consider using unsolicited mail to harm us in the future.....this might be a test....Putin taught the Chinese well on the benefits of constantly testing of your advisories....you never know how weak others are until you test them.
I understand that these seeds are not going to only Western Countries but this might be a test of Western Intelligence agencies, to see if they can figure out what is going on. China has been very good a squashing our operations in China, they may be testing to see how suppressed they are.
One very important thing to know is if these seeds are going to Russia.....if not it would because they are part of the Empire, and this program what ever it is is directed outside of the Empire.

You dont know what they are, who sent them, or why.....planting them is a moron move.
I think a good botanist would be able to identify the seeds, if not and if they thought they are a danger, I’m pretty sure there would be national alerts.
Nations all around the globe are warning to not plant the seeds.

A plausible theory. No doubt US government agencies will study them, probably even grow them in a controlled environment.
I saw them on the news. There doesn't seem to be a pattern of who these seeds have been mailed to. They are obviously from China by the envelope as anyone who has used Amazon for small beads, split-rings or other small items know.
The envelope appears to be small, about 4X6 inches or smaller. Inside are no markings or documentation, just a small plastic baggy a few inches on a side filled with seeds. All the seeds are identical but not all of the packages contained identical seeds. They were various colors, shapes and sizes.

The U.S. Department of Agriculture has identified 14 different kinds of seeds in the mysterious packages that appear to have been sent unsolicited from China to people around the country.
All 50 states have issued warnings about the packages some of which contain flowering plants like morning glory, hibiscus and roses, according to Osama El-Lissy, with the Plant Protection program of USDA's Animal and Plant Health Inspection Service. El-Lissy said other packages contain vegetables like cabbage and herbs including mint, sage, rosemary, and lavender.
"This is a just a subset of the samples we've collected so far," he said Wednesday.
A spokesperson for the USDA said the department is urging anyone who receives the packages not to plant them and to contact their state plant regulatory official and keep the seeds and packaging, including the mailing label, until they receive further instruction.
