The most likely explanation is brushing where someone sends you items you did not order to put very positive verified reviews for their product. It is quite common, though usually not with seeds. It is possible that it is a huge evil plot, but the minor scam is more likely.

Vietnam is the world's second largest rice exporter, and the largest rice exporter to China. The 2010 rice famine nearly destroyed Vietnam, but did a lot of damage to China too.

New York Commissioner of Agriculture Richard Ball said in a statement Monday that his office had also fielded "a few" queries from residents who got unsolicited "packages allegedly sent from China that are marked as containing jewelry but which actually contain plant seeds."

Ball confirmed that the USDA was investigating, and told residents not to handle or plant the seeds.

He said anyone who gets a packet of seeds "should store them safely in a place children and pets cannot access," and then email the USDA immediately at erich.l.glasgow@usda.gov with their full names and phone numbers, pictures of the packaging, "and any other relevant information."

The USDA later urged anyone who receives an unsolicited seed package to contact their state plant regulatory official or APHIS State plant health director immediately. "Please hold onto the seeds and packaging, including the mailing label, until someone from your State department of agriculture or APHIS contacts you with further instructions. Do not plant seeds from unknown origins," it said Tuesday.

Public health systems have been systematically dismantled by both parties over the last 20 years.

Pandemic Prep has been an after thought for about twenty years, because our leaders tend to not do their jobs anymore and this was not sexy.

The CDC has been for over a decade largely redirected into social engineering, and no one hardly has cared that they have been obviously becoming more dysfunctional.

The entire medical system is expensive crap, has needed fixing for at least 40 years, but the job was never done, it was barely ever tried.

I think we agree. It should be investigated, because it could possibly be something very bad. That said, it probably is a minor scam of no real national importance. Let's not overreact.

We lost the ability to do contact tracing in the 1980's. It had been on the decline with its own success, but Reagan put the nails in the coffin. We have never had much of a public health system beyond that. Republicans demanded any expansion towards universal healthcare not include any group health, and we are the only first world country not to have universal healthcare.

In short, we have been the perfect conditions for this disaster for a long time. Obama tried to improve things, and made amazing strides considering the scope of the problem. It still amazes me he was able to get anything passed at all. trump and Republicans are desperately trying to reverse it.

THIS IS NOT THE BIG ONE!!! I know this seems bad, but this is nothing compared to the pandemic that is coming. It may not be for decades, but sooner or later there will be a pandemic that will kill 10-90% of Americans if not handled right. Republicans have clearly learned nothing from this warning pandemic, and will block any progress towards lowering that number. America looks pretty doomed from where I sit. Many will disagree with me, but they will not have anything to back it up.

The spread of contagious diseases are stopped through social engineering. They are not stopped through "individual responsibility", which is a total abrogation of personal responsibility.

Agreed on overreact but I think the greater danger is underreacting. Because of the increasingly incompetent national leadership, Americans are increasingly distrustful of the Federal government. Ergo, if the Feds say "don't use the seeds" a large percentage of Americans say "Fuck you!" and will plant them anyway.

If people like the TD twins, Grokmaster, Steven, etc, received the seeds do you think they'll be more likely to turn the seeds in for analysis or just throw them in the yard of someone with a Biden sign?

If the Chinese sent out a million envelopes of these seeds and only 1% found their way into the hands of the aforementioned idiots people, that's still 10,000 packages growing in America.
