If a Democrat said it, he'd be talking about how our institutions discriminate against black people.

If a democrat said it, he'd be talking about how the solution is to throw more taxpayer money at the issue, in an ineffective manner.

If a republican said it, he'd be saying how the underlying problem is breakdown of the african american family and the lack of a father figure in the lives of black youngsters.
