Yes, it absolutely means that it is Marxist in that respect. A graduated tax is Marxist, even if we're talking about the US' one.
They don't have to have anything to do with Marx; they have to pertain to what he espoused in The Communist Manifesto and Das Kapital.
You said earlier that Poland is poor.
I think this map shows Poland's doing pretty well.
For example, the UK only beats for adjusted wages a little over 100 dollars more a month.

That's actually pretty amazing, a country which faced the brunt of 2 World Wars & Communism for 45 years is only marginally behind the UK, which used to be the biggest empire on Earth.
