I doubt they know. More importantly, they are too clueless to understand it doesn't matter since, unless the oil companies are nationalized, free market capitalism allows the oil companies to sell to the highest bidder.
What our leaders must prevent is for the US to be strongarmed by OPEC or Russia as happened to us during the Oil embargo. Being oil sufficient is one way, the other is to be oil-free with renewable energy technology.

Well, which is it? Domestic oil production or wells drilled?
If your question is wells drilled, the answer is: Barack Obama. He was in office at the height of the fracking boom and most of the wells were drilled on private land.
If your question is domestic oil production, the answer is: Joe Biden. Well drilling has dropped precipitously under his administration but producing wells have become more efficient even despite his ban on fracking on federal lands. That is, production is up despite Biden's best efforts to kill it off.
