It works like this: If you don't have a working economy, then it doesn't matter how safe you are because your nation and society will collapse. Moderating safety with a working economy is possible. It isn't possible when you have a "zero tolerance" style plan for safety however. That is to say, if your position is no deaths from COVID, no more new cases, and the economy can open then your plan dooms the country.
In order for the economy to work some degree of risk has to be taken. It is also neither fair nor desirable that we designate some businesses critical or necessary while forcing others to close completely. That's government picking winners and losers. There should also be very few, if any, one-size-fits-all solutions to this issue. That makes Biden's masks everywhere mandate he keeps pushing an idiotic idea, as one example.

Bottom line right now is that we cannot have a robust economy and safety because the later is being pushed towards the zero-tolerance mindset. This won't work for the economy if your standard for getting back to normal is no new cases, no new deaths. That is an almost certainly unobtainable goal.
