Not if he's rude to everyone he disagrees with.
The brown skinned people we usually stereotype as Mexicans and Hispanics are Mestizos who the Census Bureau lumps into the "white" category. They also have an alternative category of non-Hispanic whites. Most Latin American countries also categorize them as white although some have separate categories of white and Mestizo.
The point was that Hispanics are not a "race," so the "racism" charge is not applicable. "Prejudiced" might be more accurate.
