At any given moment, very few Americans will be carrying proof of being in the US legally. Such proof is not required.

Note: Some Amish avoid all documentation, including birth certificates. They cannot be persecuted for not having them.

One's presence in the US without proper documentation (visa, green card, etc.) while having been born in another country. If it can be established that someone in the US was born in another country, then proper documentation can be requested. Anyone who naturalized will have his/her naturalization on file at the State Dept.

How do you know someone was born in another country?
 
Ask me how I know that you have never worked with an embassy.
Many immigrants from the South were born in small villages, if their birth was reported it was often done using a formal traditional name that the child never used as his name in real life.

Unless his fingerprints are on file, or they cooperate with American authorities one’s embassy would have no idea who he is. Our government would have to contact hundreds of countries because they’d be shooting in the dark, and those countries would likely not have much to go on.
