What makes you think we won't pay it back? How do you think we spend $1 trillion more annually than our revenues and have a $22 trillion debt? You pay the interest on that loan with your taxes---it is the 4th highest government expenditure ($376 billion).
Where did you think the money was coming from? I have heard no proposals for tax increases.
