Probably. Many of them were socialists (June 1939, the German ocean liner St. Louis and its 937 passengers, almost all Jewish, were turned away from the port of Miami)

But, the US wasn't in the war yet and in addition to the security risk, it may have also been about jobs.

I’m trying to think of the Jewish spy that was caught and that spurred the mistrust. I’ll see if I can find the story.

He was an anti-Semite but he also disliked Asians and Japanese. He said "mingling Asiatic blood with European or American blood produces, in nine cases out of ten, the most unfortunate results." He recommended that future immigration should be limited to those who had "blood of the right sort."
