Well you might want to explain that to democratic districts that have way more votes then registered voters because they claim it's normal.
How does it work?
Simple, fill out someone's ballot and send it in.
My grandmother died a couple years ago and they still send her ballots that I, um, throw away.

There are no instances in which there were more votes cast than registered voters. That's another one that the Trumpkins made up out of thin air. It's a lie. Only nine states send ballots automatically. States routinely purge voter roles, but it doesn't matter. You cannot vote for a dead person. Most likely his story is horseshit. Automatic ballots are optional. You can fill them out or throw them away. It is not a commitment. But no matter which, only vote is only counted.
