Yes, but not for all. We ought to follow the models of other developed nations.

Better government oversight and regulation would shrink healthcare costs, too. For example, you know how pharmaceutical companies make pills for pennies and then charge consumers hundreds of dollars for those very same pills? Well, that's illegal in many countries. A law that states that a drug's market price can be no greater than a certain percentage of production cost would keep this from happening, but we both know Republicans would never agree to such regulation.
