I started this thread because my wife is German and we discussed this last weekend. The landlord for my office is also German and we discussed this too.
Basically it sounds like it's just a cultural difference. Germany is very strict with enforcing their immigration laws. We're not , comparatively.
And there's not much that can be done about it when we have the most populous state in the country bordering Mexico that simply doesn't care about enforcing immigration laws.
