That link backs up numbers I never disputed, its the assertation that these numbers are higher in border states you mentioned, because the local officials cooperate there. I think its because there are more undocumented people there. I do not have a link, just logical to me.
I think that their arrests are not controversial and therefore not newsworthy because the local authorities cooperate rather than obstruct their efforts. Yes, there are more because there are more there. My point was while there are many more encounters, they are rarely controversial or dangerous because local authorities aid their efforts. Including most arrests being affected at their jails who hold them at ICE requests and hand them over rather than releasing them into the public.

I shouldn't say "I think" though. I spent hours researching it. The reality is, it is far far safer for the public in states where the local authorities cooperate. Also, safer for illegals who are not criminals as they are not being caught in sweeps and included in deportations.

ICE does not have to go door-to-door to find undocumented people. They don’t have to go up to randoms and ask for their papers. It would be very easy to find them if there are a lot of them.

I know exactly where a large group of undocumented people hang out right down the street from where I live. People pick them up and give them jobs, like daily labor jobs at specific places around here. It’s right out in the open, they are always 15 to 20 foreign people standing on specific corners. But this is Florida, so they don’t do anything about it.

You are mistaken in who ICE targets. They are searching for specific criminal actors. In states where they obstruct their efforts they have to do things like the sweeps, those include others that they also find during the sweep. If the state cooperates, they simply ask them to put a detainer on the person while they are in jail and upon release ICE Picks them up. None of the other illegals, like the guys down the street that just want a job that you know about, are included in a "sweep"... You should notice how unafraid they are of getting caught up in a sweep in a state that cooperates.

Since the state and local authorities do not cooperate, they wind up changing tactics and you get the dangerous cluster f*cks you see in MN, Portland, etc. It would better serve the people they are trying to protect if they would cooperate on the ones that they say they do not want to protect (they tell us they don't want to protect the criminals, but protect them they do), the criminal actors ICE is targeting to begin with. The sweeps do not happen, the guy just looking for a job is safe, unharried, and keeps working and living where he is.

The states that obstruct and harry ICE are causing the sweeps which then include the people they do not want targeted.
