Here is the RICO law. It has 5-20 year sentences. That puts it in the 5 year statute of limitations.

Killing civilians on the high seas is murder. Trump has bragged about ordering that murder. It is a violation of international law. Trump has given no valid legal reason that allows him to attack civilian vessels.
Grabbing people off the street or out of their homes without an arrest warrant is kidnapping. This is further aggravated by trafficking them to foreign countries in violation of court rulings.
