From my observations, Trump never speaks in absolute terms unless he's lying. He has slithered his way through a too-long life by never saying anything that matters and never saying anything that means anything. When he declares something to be "true", it's almost always a compliment to himself that is anything but true.
It was sometime during the single Trump term. It started with McCain and Flake and Ryan pretty early on.
