If she keeps saving for several decades of being in Congress, she will be a millionaire. If she writes a successful book, she will be a millionaire. If she leaves Congress, and gets a better paying private sector job, she will be a millionaire. Or, if she marries he boyfriend, who is very successful, she will be a millionaire.

It is based on distance, not expense, so the cheaper more traveled route between DC and NYC would be over compensated. She is not expected to pay for her own work travel. What job would expect her to pay for work travel?
