It used to be like that with education. Then ... people thought that a basic Grade School education for everyone was in the interest of all. Similarly, people think the same for health care.
If you believe those unwilling to provide to themselves when it comes to healthcare should have it, you should get started by paying their premiums for them.
If that were true, and not the usual lie, then you would not give a shit about what you call "income redistribution", Christ called "Bearing one another's burdens", and the Founding Fathers called a threat to the country.
Income redistribution isn't a concern with what others are doing but what those paying are expected to do.

They might want to verify that someone could/would pay before treating them. Who wants to be delayed by a credit check when you are having a timely health issue that needs *immediate* attention?
