They has health care systems like ours. Then ... they decided EVERYONE should have access, not just ones that could afford it.

Why should someone unwilling to pay get the same things those willing to pay get by paying?
 
It used to be like that with education. Then ... people thought that a basic Grade School education for everyone was in the interest of all. Similarly, people think the same for health care.

If you believe those unwilling to provide to themselves when it comes to healthcare should have it, you should get started by paying their premiums for them.

Income redistribution isn't a concern with what others are doing but what those paying are expected to do.

They might want to verify that someone could/would pay before treating them. Who wants to be delayed by a credit check when you are having a timely health issue that needs *immediate* attention?

Should the ER be required to treat someone if it's determined the person can't/won't pay?
