I don't think you quite understand how payment to executives and employees of a charity work. They pay income tax on their income just like any other employee in the US. The organization is tax exempt. Not the people that work there. That is why the Trump charity was closed down. They were using the charity for their personal benefit and not reporting that benefit as payment to charity executives in their tax filings.
