Woodrow was not able to amend the Constitution. The President cannot amend the Constitution. He certainly proposed and supported the idea though.

That said, it was the States the so amended the Constitution to include income taxes, and not until . Of course, the way the IRS is set up now, taxes are NOT uniform across the States, thus violating Article I, $8. The wealthy are paying income taxes while people making less don't pay any, and different incomes pay different percentages of that income in taxes. Further, it is still not defined what 'income' actually means, though most of the income tax code tries to define that very thing.
 
You don't even know where the terms 'left wing' and 'right wing' come from, and you don't know what 'socialism' is.

Left & Right wing political spectrum comes from France around the time of the French Revolution.

Those supporting the Monarchist king of tradition, theocracy & serfdom sat on the Right side.

Those against the King sat to the Left.

Those were Capitalists for Democracy voting rights & free markets.

The first Leftists were Capitalists.

Hitler didn't want Stalinist socialism. He wanted Hitler socialism. Stalin was a competitor to Hitler. It was Stalinist supporters they rounded up.
