As for cell phone bans, there are many for when driving, yet they don't ban eating or playing with the radio while driving even though those cause more accidents. Why? Because cell phones are new and lefties are suspicious and hate new things, unless of course they piss off social Cons like stem cell research.

If you regulate to the point of where they can't do business (because their competitors don't have the same disadvantages) then it ends up being a de facto ban.

Wal-Mart is prevented from setting up shop in a huge # of areas. It's called "zoning."

That is not "banning Wal-Mart."

Wal mart could still open there if they adjusted their store to meet the requirements.

Yeah, the Wal-Mart stores are all pre-fab and come in one size. I've seen them being trucked around with the "Wide Load" banners and all.
