After all the easy cuts and tax raises, like easying up on minor parole violators and raising commercial property taxes, I still had about a 10 billion deficit. I cut a billion from low income housing, which was painful, and then borrowed against next years taxes, so I was still at 5 billion. I wasn't going to cut education or practically abolish medical (and lose a billion in federal funds, the epitome of penny wise pound foolishness) so the only thing left I can see is a very painful tax raise on high-income earners, which left me with an unfavorable 17-7 tax raise-budget cut ratio.
I'm just wondering, since the current solution in California involves nearly all budget cuts, what budgets they are raping here? Do you guys even have schools anymore? I think the only real solution is to amend the balanced budget amendment to allow deficits during recession.
