No, I wouldn't. Obama managed one significant piece of legislation in his time in office: Obamacare. It raised the cost of healthcare, didn't provide better coverage, and in the end didn't really insure more of the public than what went before. Basically, it bombed all the way around. It's tax penalty was absolutely hated.
Bush II had to deal with 9/11 and did so with reasonable effectiveness. Sure we ended up bogged down in both Afghanistan and Iraq, but that's as much a flaw of Western thinking on warfare as anything.
Trump is, well... different. He's either loved or hated with little middle ground. His 'bulldozer' style of management doesn't fit politics particularly well. He did get several Arab countries to establish diplomatic relations with Israel, and his crackdown on Iran was far more successful than Obama's placating them with pallets of cash.
