It's possible. It would take time, but not paying somebody to do that work that you previously paid somebody for will save money, the pension is there regardless. Hiring somebody to fill that vacated spot would definitely cost us more money.
 
The actual text on the Constitution, in its context, says otherwise. Of course you don't want to argue that. You'd rather just claim that I'm acting like your favorite liberal.

How is that distortion? My concern was always about air pollution. Why do you want people to breathe dirty air?

No one was forcing anyone to breathe dirty air. It was totally their choice to enter the privately owned establishment.

Here's the section in context: "It shall be the policy of this State to conserve and protect its lands and waters for the benefit of all its citizenry, and to this end it shall be a proper function of the State of North Carolina and its political subdivisions to acquire and preserve park, recreational, and scenic areas, to control and limit the pollution of our air and water..."

How would you interpret that? :)

No it doesn't. The State uses this article to regulate, say, septic tanks on private land. My backyard isn't a public park.

The difference is that your septic tank can cause serious harm to those not on your land. That does not hold true with smoking in a privately owned restaurant.
